    Please provide more information about your system (server 1).
    What OS is installed? Bare metal or VMs is it?
    Is the service / daemon actually running on the server? If it is not running? Why isn't it running? Should it have a delayed start, or it can't start automatically?
    Please refer to THIS article, it describes how to automatically start the service.

    Nx witness client version : 4.1.0.31767 

    OS version : Window server 2012 R2

    And Please refer to THIS article, it describes how to automatically start the service. I tried to follow this solution  but server 1 still got problem

    Roman does not work on Mondays and Tuesdays.

    Please answer all of his questions, so he can check you replies tomorrow when he is back to work again:

    1. Are the server applications running of bare metal or VMs?
    2. Is the service / daemon actually running on the server?

    1.  Yes Server running on the VMS
    2.  Service is running on the server
    3. it has not delayed start, it can start automatically ,Pls to check this image , Thank you

    Can you install TeamViewer on that server and provide access?

    If that is the case, I'll convert the topic into a support ticket, so you can privately share the TeamViewer, Server, and VMS credentials.

    My server has ultraviewer software, you can remote to it,when you want to remote pls let me know ,i will send sent you some information to login system

    It seems that Ultraviewer is for Windows only, and unfortunately I do not have Windows available.

    If you can install TeamViewer we can investigate the issue.

    Ticket was closed. We checked the Windows event log and I found lots of .NET Framework errors, KERNEL.dll errors and some other system libraries that were crashed. So Per MSDN (Microsoft knowledgebase), this is likely a .NET issue.
