A prospect in Ukraine requested product enhancement that allows configuring system shortcuts per-system or per-user. Can this enhancement be added to the product? How long will it take to implement this?

Can you be a bit more specific?

They need to be able to do the following:
- For all the server in a hive, an administrator should be able to set shortcuts up as he/she deems appropriate (customise standard ones supplied with the product);
- A user should be able to configure (or reconfigure standard) shortcuts as he/she deems appropriate.

I still do not have a clue what it is you want to achieve.
Is that you want a desktop shortcut that opens a specific layout?
If so, this can be done via a script (*.bat or *.sh) via some command line commands as disclosed in THIS support article.

Can they be customised by admin for a group of users and by a user itself where allowed by an administrator?

All clear. Unfortunately, you can't customize these. It is also not scheduled to develop, but it is a fair request though. I'll move this topic to the New Feature Ideas section so our product and design team will be aware about such demand.

Can you please elaborate, what is a scenario when you need one user role to use one set of shortcuts and another user role will use another one?
What could be added, is local configuration -- meaning that you will be able to configure shortcuts on a specific client.
I think configuring shortcuts per each user group is smth that will be very complicated to configure. We are trying to keep our product as simple as possible, this is our core idea and vision.0
