Change the display for operators that are not admins so that the camera list appears without them inside encoders with the expandable tree for each encoder. 

On a site with a lot of cameras, the current layout means that the cameras are broken up by encoder - sorted alphanumerically under the encoder with IP cameras then listed in a bunch underneath them.

The average operator needs to be able to find cameras quickly and it works great if all the cameras are IP as they all appear alphanumerically in the list, it makes it hard for an operator if all the cameras from a single area with the same prefix are scattered between encoders and the IP list.

  Although your request exists quite a while, I would encourage you to engage in this topic where the revamp of the device tree is being discussed and mock-ups are shared by our UI designer.
