Failover Licensing??

Ok, so got another issue that has plagued me multiple times and thats licensing problems with multiple servers. 

I know that its best to license the cameras on the server where the camera records. I've had multiple incidents where one of the servers in the cluster goes offline but also takes the licensing with it. 

My most recent issue: Customer has 3 servers and the 2 additional servers were added in after the fact, most of the camera licensing was done on the first server. In this scenario the customer shutdown one of the units as the space was being sold. That server shows offline but the other 2 still operate. Well this server was shutdown for sometime, longer than 30days. On the 27th the system dropped all the licensing for the 2 working servers because a majority of the licenses were on the server that is offline. The server that went offline is still operating in standalone mode as their IT doesn't want it on the network until they figure out what they are doing with the building. In this case i've activated trial licenses to get the cameras recording temp. 

In another similar scenario, I had 5 servers all on the same camera network. 1 server went offline and was out of commission for an extended period of time. The remaining 4 servers were set as failovers and the cameras did failover. However, after some period of time the cameras stopped recording as their licenses were on the server that failed. 

What is the best way to license cameras? How do you license per server if you log in using cloud? 

Is it possible to have the licenses fail over too? Or at least a drop down box under each license that allows you to chose which server the licenses reside on. 

I can see the fear of someone abusing this and using the offline system as a "free" licensed system that can never reach out to the internet or be updated if it cant check with your licensing server.
