how to downgrade to lower recording quality

I have a very large file and I need to transfer it to another party, how can I download it to a smaller mobile device? Is it possible to lower the video quality after the video has been recorded?

  To transfer large files, I would typically use applications like Google Drive, uDrop, WeTransfer, etc. or any other cloud file storage application.

  If you want to lower the resolution, or add additional compression to lower the filesize of an existing file, you can use a tool like FFmpeg to achieve this.
