Nx Witness Changing Camera Times Erroneously

We are experiencing an issue where the Nx Server is modifying camera time settings when a camera reboots. We have recently set up a local NTP server on the Nx Server itself. All cameras are now configured to synchronize their times with this local NTP server. The Nx Server has also been updated to not sync with the internet and so it should instead be syncing to the local computer time which is being set by this same local NTP server. Additionally, each camera is now configured to "Trust camera timestamps" since they are all syncing with the same local NTP server.
Everything seems to be working well enough, EXCEPT when a camera reboots. Periodically when a camera reboots it appears that Nx Witness will change the camera settings, disabling the on-camera NTP settings and instead setting a manual time (which is usually off). I know this is an Nx Witness issue because when I stop the server and reboot the cameras they always maintain the NTP settings. As soon as I start the Nx server again and reboot cameras this issue starts happening again.
Additionally, now that the cameras and Nx Witness are syncing times using the same NTP server, do we have everything configured properly/are we following the best approach for time synchronization? I.e. should we be "trusting camera timestamps" are could that cause issues with network delay, should the Nx server not be syncing time with the internet since the server time is being set with the same NTP server the cameras are using, etc.
Any guidance on this issue would be greatly appreciated as we cannot constantly be checking to see if the camera has preserved its NTP settings or not.
