    The licenses are tied to specific servers but are applied across the entire system. In your case, the system indicates that "At least 10 Professional Licenses are required." It means that 10 cameras in your system have recording enabled without an assigned license, which is likely due to those cameras being connected to an offline server.

    To resolve this, you can either bring the offline server online (if possible) or disable recording on 11 other cameras to free up a license for the camera you wish to enable. Please note that you can disable recording on the cameras from the offline server if that suits your needs.
