Understanding the capabilities of merged systems

I have three NX servers that are merged and what I have noticed is that there is one controlling server (where the other two systems were merged to) which when not online, prevents the other servers from connecting or viewing the cameras.....is this intentional?
I would ideally like any server to have access to camera streams when other servers are offline...is this only possible when they are configured as standalone systems or is this functionality contained within the merged systems capabilities?
Is there a way to connect to a localhost and get the access to the camera streams when the main server is down, or am I reliant on the main server being online?
If configured as standalone systems, a lot of notifications are generated mainly due to the three servers being on the same subnets.

In our VMS, there is no such thing as a controlling server. All servers are equal in the hive and you can connect to any of the three server to have access to all active servers and the cameras connected to these servers.
However, cameras are bound to a server, but in case a server is unavailable, ánd failover is enabled, cameras will fail over to the other servers, so you still can access and record the camera streams.0 -

Thank you for your insightful comments....I was running the merged servers without failover enabled. Once this was enabled it solved my issue. I am now able to disconnect or offline a server and maintain connection to my cameras whether that being for viewing or recording....Thank you for your help.
