'server started' event occurrence condition

Hi.
When the server process is stopped and restarted in the Windows tray, the 'server started' event is displayed.
However, no such notification will appear when your computer hardware restarts.
Is this normal? Is it abnormal?

Server Started
The Server Started event occurs when a Server has been offline and restarts. This may occur when a computer the Server application is running upon has been restarted, the Server Tray Tool or Web Admin interface is used to restart a Server, etc.

I just tested the Server Started event rules on my 5.1.4.38659 environment, and it worked as expected.
Could you share the screenshot of the Server Started event rule on your system with us?
The Interval of Action of the Server Started event rule is set to "No more than once per 6 hours" by default, it is likely that the events occur within this period, and the system sends out the first event and holds the rest.Thank you.
