I would like to ask, what criteria does the system use to determine network issues, disconnections, or the occurrence of a 401 error due to signal delay in cameras? Is it based on the ping exceeding a certain delay time or detecting no signal for a consecutive number of milliseconds?

  I would assume THIS support article answers your questions.

  Please note that an HTTP 401 status indicates an authorization issue, and isn't a network issue.
  See THIS Wikipedia page about HTTP 4xx statuses.

  Network issues are based on the communication between Mediaserver and the Camera, and can't be investigated with ping.
  
  A device could have network issues, but will respond to ping requests. To simplify it, ping only tells you that there is a device alive on the IP address you pinged. For proper investigation, tools like Wireshark or tcpdump are the tools of the trade.
