Cameras frequently don't load on a layout (Three dots)

On my client, I frequently get cameras stuck on the "three dots" where some cameras will not load on the layout. For example, this morning three of the 36 cameras did not load until I closed the layout and reopened it. Generally, they will continue showing the three dots until the layout is closed and reopened, and the problem will not resolve itself. The cameras are recording to the server the entire time.
Environment
- Nx Witness Version: Digital Watchdog Spectrum 5.1.0.37133
- Client OS: Windows 11 Enterprise 22H2 build 22621.3155
- Server OS: Windows 10 Enterprise 22H2 build 19045.3448
- Network Topology: 4 DW Spectrum servers (Windows 10 Enterprise, 32GB RAM, Dual Intel Xeon Silver 4208 CPUs, 256GB SSD {OS}, 100TB video storage in JBOD configuration) / 146 Cameras with 180 licenses / 6 Fortinet layer 3 FPOE switches dedicated to the camera network, fiber backbone, none at capacity / 3 always on clients, 3 DW Spot 16 channel monitors / 32 users, any number of which can be viewing at any given time

Reproduction Scenario
Issue occurs immediately in the morning when client is launched via the following batch file:

Expected Behavior
When the layout loads, the cameras should all be visible with minimal load time.

When the layout loads, two to four cameras frequently do not load, instead show the following:
