Stepped Background or plan layouts

Would it be possible to have a stepped layout with (sub) layout within. This was based on a question asked as to whether an overall site plan layout and separate layouts showing floorplan of individual buildings /floors could be opened from the overall site plan. Clicking on a building in the layout opens a layout for that building, clicking on an area or floor then opens that layout?
