[Desktop Client] Client Window Size Constraints

Introducing the option to unlock window size constraints for the desktop client.

Description

Currently the Nx Witness desktop client is constrained in how small the window size can be.
The ability to reduce the size of the client window further would allow niche applications of the client to become possible, such as pinning a small client window with a couple of video streams to the foreground of the desktop.

Business impact of the limitation or the missing feature

The impact is limited due to its niche use-case, but the feature has been requested by end-users.
