Feature Request: NX Desktop Client permitions Event Rules

Hi,

I would love to have the option to create permissions for users to create Event Rules that can be applied to their user or users/users groups bellow their permission level.
At this stage, I thinks that only admin's can create Event Rules.
Per example, a user should be able to create an event that when a camera detects movement, that show desktop notification, opens a layout or any other options available.
