Does failover work over layer 3?

I have 2 merged servers that are linked via site to site vpn. Cameras are in multiple locations that are connected to both servers via vpn as well.

When one of the server site went offline, the cameras currently recording under the offline server doesn't seem to get failover. When I manually try to move them I get the message saying alone the line “camera unreachable, do I still want to move.”, and when I proceed regardless, camera will come online on the working server.

  Hi Kevin!

  It is not recommended, because stability is not guaranteed when cameras are not located in the same LAN.

  However, you can achieve that. Two things are essential: the cameras that are about to be transferred to failover server should be reachable from the failover server (both HTTP(s) and RTSP) and broadcast traffic should be enabled as well.

  Server Location ID should also be the same for the servers that will be transferring cameras.

  Hi

  Both location are using site-to-site and on a multi-WAN setup, so stability is there, in terms of network connectivity. I'm not sure if broadcast traffic is feasible over L3 though.
  How do I check on the server location ID?
