API to add cloud user to system

Hi Team,
Is there any way to use API to add cloud users to systems?
I'm checking "Create User record", but it doesn't work and from the schema, it mentioned, "Only local users are supposed to be created by API".
Not sure of any other way to do it? As we have too many systems connected to the cloud, it's a pain to update technicians to all of the systems...
