Choppy Playback Scrubbing On DW Spectrum On One Camera But Not An Identical Settings Cam

I sent this to DW support a few days ago and have not gotten a reply. I know there is a lot of DW Spectrum/Nx Witness users and experts on here so maybe someone can help guide me on where to start troubleshooting this.
I am in the process of getting to know spectrum (trial licenses) and testing it for a client's system I will be putting in soon. I showed them the difference between Spectrum and the free Dahua software and really sold the aspect that you can click and hold the cursor on the timeline and manually scrub the footage watching it move as you move the mouse. As opposed to point click and watch real time and then repeat to try find events as on the Dahua NVR. Much easier to scrub lots of footage. Anyways. I was doing that with a 2MP Dahua turret camera (Dahua IPC-HDW2231T-ZS) for my demo. It worked great and still does. Then I setup a Dahua 2MP PTZ camera (Dahua SD49225XA-HNR) for testing and added it to the Spectrum server. Video settings resolution, bitate, iframe rate, everything is identical, they are both at whatever spectrum altered them to. When I try to review video on the PTZ it is extremely laggy and barely better than using Dahua software. I doesn't keep up with cursor movement at all. I took a screen recording to showcase how bad it is.Its very possible its something in my setup but the videos both playback find when you watch them at real speed. Its just the scrubbing of the PT Z camera that is terrible.(top camera in the layout on my video).What could be my problem here? My CPU usuge never climbs much. Has anyone else ran into this? Where would I start troubleshooting something like this if it happens in the future to a client?

Below I outline all the specs of my system to give the best effort at fixing this. I really like spectrum and want to use it but need to know how to resolve things like this or if its just something I have to live with.
Server PC. Dedicated to only running the DW spectrum server and a Splashtop service for maintenance. Normally does not have a monitor.

Using a 2TB Western Digital Purple Drive HDD in an OWC enclosure that is USB 3.2. I have it hooked to a USB 3.1 port on the computer. This is the D drive in the monitor window from the video.
Client viewing machine ( but has the EXACT same behavior when I hook a monitor to the Lenovo server machine and try watch it in the client there. I unhook the monitor to use client on the iMac tho so its never doing both at the same time)

Everything is hardwired except the iMac but it is a few feet from the router on a 802.11AC connection and operates very fast.
The camera that scrubs the footage fast and well is a Dahua IPC-HDW2231T-ZS. settings below
