How to add multiple new cloud users with a specific role

I have 68 servers that I need to add all of our police officer email accounts to each server so they have cloud acces to each one. Is there any way to add multiple new cloud users without having to enter them one by one and if they are already added to the server to skip them without creating a duplicate.
