Failover not moving all cameras

I have a installation with 56 cameras running on one server (main-server) with another server as backup (backup-server).  Both servers are set as "server location ID 0" and both are set to max 128 cameras. Both servers are in same LAN, as is all the cameras. 

When the "main" server fails, only 16 cameras are moved to the backup-server. The other 40 remains on the main-server. I can however manually move them to the backup-server. I have tried putting both as failover and only one etc. all with the same results. I cannot for the life of me understand why. Anyone?

    I can confirm that I have this issue as well on 5.0.0.36634. Failover used to work flawless, however now only part of the camera's move to the failover server (where the maximum number of camera's is sufficient and the resources are more than sufficient).
